Bloated, means that you are feeling constipated, or feel like you have diarrhea, and then you let one rip, (A fart.) But it becomes a shart, (wet fart) .
You can also "That person/animal looks bloated." which means that they look really constipated.

Derived from the word "bloated", which is, of course, the feeling that one gets once they've consumed a large amount of food.

"Yeah, bro...I just woke up from my nap. I'm gonna go grab some bloat and head over there."
