Isaiah 57:20 "But the wicked are like the troubled sea, when it cannot rest, whose waters cast up mire and dirt."

Isaiah 57:21 "There is no peace," says my God, "to the wicked."

The evil spirited man/woman could not rest for his/her mind cannot be settled down into a calm state. Thus is an example of the life of a liar, a thief, a murderer, offender, a squandered, etc. Once judged, that person who holds a heart of guilt fails the test of the heart and is sent back into a life-form more miserable than the one prior.
