the word "town" spoken in a geordie accent sounds like the slang term "toon." newcastle's football (soccer) fans are known as the "toon army" - this led to a sky sports presenter being fired recently for using a shockingly poor taste pun on "tsunami" which i'll not repeat here.

It's a person that is generally only capable of handling trivial tasks at best, but believes they are worthy of higher status and capable of achieving more. Common behavior of ToonToons result in immediate failure or embarassment. Actions of Toon Toons create widespread humiliation and have negative effects on those close to them.
