Condensed version of old scots playground taunt “Has your budgie died?”. Used to tease people who have outgrown their trowsers or shrunk them in the wash, thus exposing their ankles. The trousers were like a flag at half mast (a sign of respect for the dead) hence the question. Popular in 1990s Glasgow schools.
Your trowsers are pure budgied.

Budgie
An awesome, yet little know in U.S.A, 70s metal band. The band, from Cardiff, Whales; had a major impact on metal bands of the 80s and 90s. The sound is a combination of Rush and Black Sabbath. Burke Shelly (bass/vocals), Tony Bourge (guitar), and Ray Phillips (drums). Shelly's voice resembles Getty Lee and Bourge's hard driving guitar riffs resemble Black Sabbath.
Budgie is underrated but very influentual. Metallica is a big fan of Budgie, they even recorded their song "Breadfan."

Budgie
an adorable little bird that is a native of Austrailia. Very often mistaken for parakeets, and are sold at pet stores under that label...They are really playful, loving, and trustworthy. With the right training from day one, you can have a budgie as obediant as a dog. They make LOTS of noise, like to chew on shoes/random objects and the corners of the walls, and love their own reflections. Over all, they require lots of care, but it's all worth it in the end.
AHH! THE STUPID BUDGIES WENT UPSTAIRS AGAIN AND POOPED ON THE GOOD CARPET!
Budgies are quite smart, and their favorite activity is studying science using your computer screen.
Budgie: The only pet capable of outsmarting a human while not even trying. Budgies are small cute birds that specialize in carpet bombing and recognisanse missions. They are not heavilly armoured, so instead they constantly return to their safe bunker for reloading their magasines and refueling. Budgies are not afraid of any object, and they are not afraid of your hands. However, if you hold an object in you hand you scare the heck out of them, the exception being sharp big knives capable of acting like a mirror.
Budgies are often stationed on carriers - called humans - they are often positioned on heads, necks and hands.
Look. Is it a bird?
Is it a carpet bomber, tactical air superiority fighter or force landing aircraft?
Yes! Indeed it is a budgie.
