Debuting in Infiltrating the Airship,
In the GSPI route, he assists Henry in.. well, infiltrating the airship to get evidence against the
Toppat Clan.
One of his iconic moments is the option where he helps him directly;
crashing the helicopter to where he is.
Charles appears briefly in
RBH and
RPE, in the latter giving Henry the pardon letter, and in the former asking the general if 'Henry and Reginald' are alright after the fall.
Later on in the "Wait for Transfer" choice of Fleeing the Complex, he appears in IRO, helping Henry once again, except it's escaping from The Wall.
The option of him appears again, and it's the same, but says "This is the greatest PLAAAN!!".
Yes, this is where the phrase came from.
In
Completing the Mission, depending on which routes are combined, he either is your friend, neutral, or an enemy.
I'll just list the routes that he's a main character in and a TL;DR.
GSPI + CA: Forms a unstoppable trio with Henry and Ellie.
GSPI + GI: Doesn't appear, but it's noted that he gave Henry a comms device and it caused the whole thing to happen.
GSPI + IRO: Works with Henry yet again, and they get promoted to covert agents at the end.
GSPI + PD: Is happy to see Henry again after thinking he was dead, and the feud with the Toppats apparently got too personal. Later on, he sacrifices himself so Henry can escape, although it was because of circumstances.
