A painful sensation caused by the rubbing of knuckle, fist, or hand to ones head. Generally causing hair displacement and mild cursing.
"Oh man, National Noogie Week is coming up! I'd better run so Sarah doesn't catch me in the middle of her mad noogie spree. Otherwise mass destruction of my hair follicles and/or scalp will occur!"
"Noogie, noogie, noogie," was screamed by the protestors when the cops exerted violent behavior while placing them under arrest.

Noogie
Also, a painful blow delivered to the outside of the thigh (along the vastus lateralis muscle, if possible) with the raised middle knuckle of the assailant'sdominant hand. The aim is not so much to bruise as to cause rapid and extreme contraction of the muscle, resulting in sudden falling over and cursing.
The baby form of a Nauga. It bites your head if you get too close to its hole/home. That is where the term noogie for rubbing someones knuckles on anothers head.
To grab someone around the neck with your arm, pull their head against your body (thus subduing them), make your other hand into a fist, and grate your knuckles painfully against their scalp. If you're sneaky enough, grabbing them around the neck may not be necessary.
