Someone who smokes a large amount of weed every day; permafried.

“Permed” is slang for permafried, meaning your brain is permanently fried from doing psychedelics or drugs in general.

Permed is short for permanent ownage. Usually used in the game Counter-Strike when someone who is leet headshots a nub and they leave the server and never play the game again. Could be considered the highest level of pwnage (see pwn)
