A handi-tard is the combination of handicapped and retarded. My friend accidentlly made up this term when trying to say both words at the same time, and that came out.
When I was at the park, I saw these people in wheelchairs and helmets and instantly I knew that they were handitards.

A defining characteristic of those priveldged people who get the ridethe short bus, get preferential customer parking or otherwise given "special" treatment. A slang of handicap and retard.
A cross between the words handicapped and retard. However each cancels the other out when said together ie. a gay queer. Is used to insult someone of low IQ or with a generic deformity. Also used to describe someone with a noticeable affliction.
